Gov. Tim Kaine: Obama's "Request For A Ceasefire Has Been Complied With"

Tim Kaine is the Democrat governor from Virginia that is being talked about as a potential running mate for Barack Obama. On Fox News he said that "I’m very, very happy that the Senator’s request for a ceasefire has been complied with by President Medvedev" in regards to the Russia-Georgia conflict. Is it not a little odd for Governor Kaine to be wording the situation like that? Did Medvedev comply with Obama's request, was he not complying with George Bush's request?
