Homeland Security Secretary Napolitano: Failed Terror Attack Thwarted By Passengers Shows "The System Worked"

Homeland Security Secretary Napolitano was on CNN saying that the "system worked" even though an Islamic terrorist with flammable material was able to board a plane and was stopped by civilian passengers on that plane. If certain things "worked" after the terrorist was subdued by the passengers, that is well and good. But I do not think the government should be taking credit for the actions of heroic passengers that thwarted the attack, and I am not sure this act of terrorism which was avoided in large measure by the acts of civilians aboard the plane that was the intended target is a stellar example of the sytem working.
